Government and Election Commission documents, along with reporting by The Rising Nepal, NepalNews and other outlets, describe an Integrated Election Security Plan, 2082 that was approved in November 2025. The plan coordinates the Nepali Army, Nepal Police, Armed Police Force, National Investigation Department and temporary election police, with an anticipated deployment of about 338,000 personnel. The Nepali Army began field deployment from February 4, and election police constables have already received appointment letters and commenced training. District-level reports from Kaski and other areas show weapons being surrendered and local security committees activated. While there is room to debate whether these arrangements are adequate or proportionate, it is incorrect to say that there is no integrated plan or advance deployment.
