"Many candidates from the 2079 elections have been blacklisted and are barred from contesting the 2082 House of Representatives election even though they submitted their expense details correctly."

This dossier summarizes the strongest available evidence and weighs competing claims.
Official Analysis
In late December 2025, the Election Commission issued a clarification after media reports and social media posts claimed that even candidates who had properly submitted election expense details were blacklisted and barred from running again. In its statement, echoed by Rising Nepal and NepalNews, the EC said that candidates who failed to submit or properly publicise their 2079 expenses were fined, but those who paid the fines or complied later were not disqualified from contesting future elections. The Commission explicitly stated that candidates who submitted their expenses in line with the law "will not be blacklisted" and face no obstacle to running in 2082 so long as fines are settled. The claim that properly compliant candidates are barred from the 2026/2082 HoR election therefore contradicts both EC policy and public clarifications.
