Who is covered
The Code of Conduct 2082 applies to the federal, provincial and local governments and their ministers, constitutional bodies and officials, government and public institutions, security agencies, political parties and their sister organisations, candidates and their representatives, election and vote-counting representatives, media, observers, and voters.
Its stated objective is to ensure a clean, free, fair, transparent and fear-free election environment.
Key behavioural restrictions
The code bars the use of government resources, vehicles, offices, schools, universities and public institutions for campaigning.
Ministers who are also candidates may campaign in their constituencies but are prohibited from using official programmes, inaugurations or public functions to gain electoral advantage.
The use of children in rallies, blocking public transport through assemblies, and distributing cash or gifts to influence voters are explicitly banned.
The Election Commission has said it will make public the names and details of individuals or institutions found to be violating the code, and may impose fines or cancel candidacies in serious cases.
